151 Lawmakers Own Stock in Their Corporate Donors

Bills banning stock trading by lawmakers are gaining traction in the U.S. House and Senate amid mounting public attention on the market moves made by leadership and the rank-and-file alike.
Some of the proposed bills impose restrictions on lawmakers’ immediate families. The “Ban Congressional Stock Trading Act,” introduced by Sens. Mark Kelly (D-AZ) and Jon Ossoff (D-GA), require members, their spouses, and their dependent children to place their stock portfolios in a blind trust controlled by a third party. Others, like Sen. Josh Hawley (R-MO), introduced legislation that would only apply to lawmakers and their spouses.
While support for banning stock trades has crossed the aisle, so too has opposition to such measures. Rep. Elaine Luria (D-VA) called the proposed ban “bullshit,” adding that we shouldn’t assume that lawmakers are going to allow stock trades to corrupt their decision-making.
Max Cohen, Punchbowl News: “I saw Speaker Pelosi is publicly, is going to back a ban on stock trading among members. I was curious what your thoughts were on this?”
Luria: “So my thoughts on it, you know, I think this whole concept is bullshit. Because I think that, why would you assume that members of Congress are going to be inherently bad or corrupt? We already have the STOCK Act that requires people to report stock trades. Why would you assume – I mean, the people that you’re electing to represent you, it makes no sense that you’re going to automatically assume that they’re going to use their position for some nefarious means or to benefit themselves. So I’m very strongly opposed to any legislation like that.”
Republican Rep. Patrick McHenry (NC) echoed Luria’s reliance on the current regulations in place: “We have additional requirements, the legislative branch does, under the Stock Act, which came out of my committee, which I voted for. We have to make sure that the financial disclosure statements that we file are actually in keeping with the nature of assets as they are today.”
The STOCK Act requires lawmakers to publicly disclose all securities transactions within 45 days and prohibits them from using non-public information gained in the course of their official duties for personal profit. In practice, however, violations are numerous and punishments lenient. At least 57 members of Congress failed to properly disclose transactions under the STOCK Act during the past two years. First-time violations are punishable by a $200 fine, even if the transaction in question netted millions in profits.
The failure of the STOCK Act to stop insider trading is perhaps best illustrated by the actions of Sen. Richard Burr (R-NC) and former Sen. Kelly Loeffler (R-GA) during the early days of the coronavirus pandemic. Loeffler, then on the Senate Health Committee, began selling off millions of dollars in investments the day of a private briefing with CDC and NIAID officials on the virus. Similarly, Burr also sold about a million dollars of his stock-holdings after a briefing he received as chair of the Senate Intelligence Committee. The senator not only tried to save his own portfolio, he privately issued a grave warning to wealthy donors while maintaining a sunny public perspective on the government’s ability to safeguard the U.S. economy during a pandemic.
Neither lawmaker was charged with wrongdoing.
Donations
Members of Congress not only profit from stocks in corporations, they are also influenced by corporate money donated to their election and re-election campaigns. Big money, from corporations and the super-wealthy, has exploded in U.S. politics since the Supreme Court’s 2010 Citizens United ruling. A 2022 report from the Federal Election Commission (FEC) noted that the number of financial transactions received by the agency in October 2020 alone was more than all those received during the entire 2016 election cycle (page 15).
The FEC receives campaign finance reports, statements and other disclosure documents from more than 16,000 political committees and other filers. During the 2020 election cycle, these filers reported more than 600 million financial transactions, which were reviewed by FEC staff and disclosed to the public on the FEC’s website. This is more than double the number of transactions reported in the previous election cycle, and a nearly 400% increase compared to 2016, the last presidential election cycle. (page 84).
It’s common to see companies giving to lawmakers and PACs that directly oppose the companies’ stated ideals. For example, many businesses that denounced the Jan. 6 insurrection and suspended funding for the Republican 2020 objectors have now resumed donations. Likewise, AT&T, General Motors, and Coca-Cola run ads in support of LGBTQ+ rights yet these companies simultaneously donate tens of thousands of dollars to anti-LGBTQ+ legislators.
Methodology
Forensic News examined the financial disclosures of current lawmakers and identified members of Congress who own stock in companies that also donated to their campaigns. This confluence of securities and donations creates an ideal environment for conflicts of interest, where both a lawmaker’s personal and political futures are influenced by a corporation’s success or failure.
Stock trades from the three most recent annual financial disclosures were included in our analysis: 2020-2018. Since some lawmakers make frequent transactions, we counted the year with the most money invested in each company. For instance, if a lawmaker held $50,000 of stock in Company X during 2018 but reduced their investment to just $15,000 in 2019 and 2020, we included the larger amount. For that reason, the total stock holdings are not representative of a lawmaker’s portfolio at a static moment in time; it is instead the maximum amount over the past three disclosed years.
It is also important to note that lawmakers are only required to disclose the value of stock investments in specific ranges. These are as follows: $1,000-15,000, $15,001-50,000, $50,000-100,000, $100,001-250,000, $250,001-500,000, $500,001-1,000,000, $1,000,001-5,000,000, $5,000,001-25,000,000, $25,000,001-50,000,000, and over $50,000,000. Forensic News used the maximum number in the range reported by lawmakers.
Donations, on the other hand, are precisely reported. The exception is when money is funneled through a second (or third) organization. Money donated by a corporation to the Democratic or Republican National Committees then dispersed to the campaigns of individual candidates would be masked in campaign finance disclosure forms. The report shows the money originating from the Committee, not from the corporation. The same is true for ideological and single-issue PACS such as the Blue Dog PAC or the NRA. Forensic News’ analysis was therefore limited to direct donations from a company and/or its PAC to legislators.
RESULTS
Forensic News found 151 members of Congress who own stock in companies their campaigns accepted donations from — a junction we’ll call the stock-donation confluence. In total, 118 are House representatives, 33 are senators. Republicans make up 53% (80) of the lawmakers, and Democrats (including those who caucus with the Democrats) make up 47% (71).
These 151 lawmakers owned over $295 million of stocks since 2018 while taking over $13 million in donations from the same corporations. Democrats have invested slightly more than Republicans ($183 million vs. $112 million) while receiving roughly the same amount of donations ($6.65 million vs. $6.88 million).

Big Tech
The most-traded companies that have also donated to campaigns are big tech and telecom corporations.
Microsoft appears in 50 lawmakers’ history, with a total congressional investment of up to $43.91 million and total donations of $472,000. More than half of the money invested in Microsoft comes from Democratic Rep. Josh Gottheimer of New Jersey, who owns up to $25 million worth of stock in the company.
AT&T is the second most common company at the stock-donation confluence. A total of 39 members of Congress owned stocks in AT&T, worth up to $2.86 million, while also accepting $953,000 of donations. Those with the most invested include Sen. John Hoeven (R-ND) and Rep. Michael McCaul (R-TX), with $500,000 worth of stock each.
Amazon is the third most common company, appearing in 35 lawmakers’ financial disclosures. Members of Congress have invested up to $31.69 million in the company while also accepting over $231 million in donations. House Speaker Nancy Pelosi (D-CA) owns nearly 80% of the Amazon stock in our analysis, with a $25 million investment. She has accepted over $28,000 in donations from the company, representing the highest donation total from Amazon as well.
Verizon and Google round out the top five most common companies. Verizon stock is owned by 32 lawmakers, at $2.15 million, and has given nearly $423,000 to their campaigns. Sen. John Hoeven (R-ND) and Rep. Pat Fallon (R-TX) each invested $500,000 in Verizon, but Fallon has only accepted $1,750 in donations. Hoeven, on the other hand, received $12,000 in donations from the company.
Google stock is owned by 29 lawmakers, at $5.85 million, and has given $372,000 to their campaigns. Sen. Dianne Feinstein (D-CA) and Rep. Michael McCaul (R-TX) each have $1 million invested in Google, while the former accepted $10,000 in donations and the latter accepted $35,000 in donations from the company.
Energy
General Electric and Exxon top the list of energy sector companies at the stock-donation confluence.
General Electric stock is owned by 29 lawmakers, representing a total of $1.96 million. The company is also the third-largest donator in our study, giving over $550,000 to the 29 members of Congress. Rep. Michael McCaul (R-TX) has $1 million invested in General Electric and accepted $16,500 in donations.
Exxon stock is owned by 28 lawmakers totaling $17.72 million, while the company has also given over $440,000 in donations. Rep. John Carter (R-TX) has $10 million invested in Exxon in an IRA and accepted $22,500 in donations from the company. Rep. Van Taylor (R-TX) has $5 million in individual stocks invested in Exxon while accepting $7,500 in donations.
Pharmaceutical
Pfizer, Johnson & Johnson, and Merck are the most commonly invested pharmaceutical companies at the stock-donation confluence.
Pfizer is owned by 21 lawmakers in our study, with a combined investment of $1.15 million. The company has given over $302,000 to those 21 lawmakers. Rep. Fred Upton (R-MI) owns the most stock in the company with $250,000 in individual stocks and $100,000 in an IRA. He has also accepted $58,000 in donations from Pfizer.
There are 19 lawmakers who own stock in Johnson & Johnson, representing $1.2 million total while also giving $187,000 in donations. Sen. Dianne Feinstein (D-CA) has invested the most in the company, $350,000, while taking $13,000 in donations.
Stock in Merck is owned by 17 lawmakers, totaling $771,000. The company has given $160,500 in donations to the 17 members of Congress, with over a quarter going to Rep. Fred Upton (R-MI). Rep. Michael McCaul (R-TX) invested $250,000 in Merck, the most of the lawmakers at the Merck stock-donation confluence.
Defense
Honeywell and Boeing top the companies with revenue from military defense sales that are found at the stock-donation confluence. Honeywell made $4.6 billion and Boeing made $26.9 billion from arms sales in 2017 (according to the Stockholm International Peace Research Institute). The more dominant defense companies in the U.S., like Lockheed Martin and Raytheon, are also represented in Forensic News’ analysis, though fewer lawmakers own stock and accept donations from these companies.
Honeywell stock is owned by 20 lawmakers, with $1.59 million invested. Those same lawmakers also took over $504,000 in donations from the company. Rep. Debbie Dingell (D-MI) owns the most stock in Honeywell, with $350,000 in individual stocks and $100,000 in an IRA. She has accepted $24,500 in donations.
Boeing stock is owned by 15 lawmakers, with $1.83 million invested. $279,000 has been donated by Boeing to those members of Congress. Sen. Dianne Feinstein (D-CA) has the most invested in Boeing, $1 million, and has accepted $13,000 in donations.
Twelve lawmakers own stock in Lockheed Martin, totaling $565 million, while donating over $251,000 to these members of Congress. Sen. Roy Blunt (R-MO) has invested the most, $250,000, and has accepted $17,000 in donations from the company.
Raytheon stock is also owned by 12 lawmakers, with a total investment of $521,000. The company has donated nearly $200,000 to those same members of Congress. Sen. Sheldon Whitehouse (D-RI) has $250,000 invested in Raytheon and accepted $16,000 in donations from the company.
LAWMAKERS
Much has been written about House Speaker Nancy Pelosi’s stock trades in recent years. Her transactions are tracked by amateur investors and motivated personal finance enthusiasts on Reddit forums like Wall Street Bets and made into thousands of videos on TikTok.
According to OpenSecrets, she is the 7th wealthiest member of Congress with an estimated net worth of $114 million (as of 2018). Most, if not all, of the market trades are conducted by her husband, Paul Pelosi, owner of the venture capital firm Financial Leasing Services.
Although Pelosi has the most money invested in companies at the stock-donation confluence, she does not, however, have the most donations. Pelosi is not in the top 20 lawmakers who accepted donations from companies they own stock in. That distinction goes to Rep. Fred Upton (R-MI), the second-highest investor and the top recipient of donations in Forensic News’ study. His net worth is estimated at nearly $79 million, making him the tenth richest member of Congress. A large chunk of his $36.58 million portfolio is invested in Whirlpool, with a smaller $5 million portion invested in Pepsico. Upton also owns $105,000 in energy sector companies, a conflict of interest given his position on the House Committee on Energy and Commerce.
Rep. Michael McCaul (R-TX) also has a high stock-to-donation history, ranking the fifth-highest in stock investment and the sixth-highest in donations. His $13 million stock portfolio includes $3.75 million in finance companies like Citigroup and Wells Fargo and $3.03 million in big tech companies Amazon, Facebook, Google, and Microsoft.
Others, like Sen. Jon Ossoff (D-GA), appear high on the list due to a single investment. Ossoff owns $5,000,000 in Apple stock and accepted $372,540 from the company and/or owners of the company (see OpenSecrets), making him the 12th highest investor and 8th highest donation recipient in Forensic News’ study.
We can also examine the data with an additional point of conflict of interest: lawmakers who own stocks and accept donations from companies their committee is in charge of regulating. Rep. Fred Upton (R-MI), a member of the House Committee on Energy and Commerce, owns $105,000 of stock in the energy sector while taking $189,000 from those same companies. Sen. John Hoeven (R-ND), of the Senate Committee on Energy and Natural Resources, owns $450,000 in energy stock and accepted 34,500 from energy companies. Rep. Kurt Schrader (D-OR) invested $265,000 in health sector companies and received $164,000 in donations, despite his position on the House Committee that oversees health care, health insurance, and biomedical research. Rep. Bob Gibbs (R-OH) owns $200,000 in transportation sector companies and received $55,500 in donations while serving on the House Committee on Transportation and Infrastructure.
PUBLIC HEARING
The Committee on House Administration is set to debate stock trading reforms in a public hearing on March 16. As our analysis proved, the interconnected web of corporate money in politics stretches across parties and chambers. Support for banning Congress from trading stocks likewise spans the political divide. A poll by the conservative advocacy group Convention of States Action found that just 5% of likely voters approved of members of Congress trading stocks. On the opposite side of the spectrum, the progressive firm Data for Progress reported that two-thirds of Americans are in support of a trading ban.
